The server setting known as "online mode" controls whether or not players must log in to Mojang's servers to connect to your Minecraft server. Players can access their profile skins through this authentication process, which confirms that they are logged in. Players won't be authenticated by Mojang's servers before connecting to your server if you disable online mode. In other words, your server wouldn't check that the user is who they claim to be, so anybody can log in using any username they want.
NOTE: Some features such as profile skins will be disabled since it will not use Mojang’s servers for user authentication. Certain Plugins can add skins back.
Make sure your server is not running. If it is running, stop the server.
Go to the Properties tab and search for "Online-Mode"
